In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. Joseph Heath makes a strong case that the principles of fairness or desert that arise in social interactions have at best a loose connection to economic outcomes in decentralized markets. However, there is evidence that when people are given the opportunity—say, in collective bargaining situations—they will try to alter these market outcomes in favor of their own perceptions of justice, fairness, or desert. Taxation is an important domain in which the public can alter market outcomes. This paper explores (...) to what extent desert can be used as a principle of tax policy. It analyzes tax policies that can be used to implement both individualized and categorical assessments of desert. I argue that there might be some room for tax policy at the broad, categorical level. Finally, using the Tax Cut and Jobs Act of 2017 as a case study, I explore whether merit or other bases for desert were embedded in the recent legislation. While there was evidence of attempts to implement ideas based on principles of deservingness in the legislation, they were not of the type necessary to sustain a merit-based society. (shrink)

This study surveys the internal audit department of a large financial services organization. Respondents were challenged to recognize and evaluate ethical and unethical situations often encountered in practice. Four key demographic variables were investigated: gender, age, years of employment and peer group influence. For the most part, respondents view themselves as more ethical than their peers. There does appear to be a gender effect suggesting females' ability to identify ethical behavior better than their male counterparts. The removal of controversial names and monuments from the public sphere in the United States has gained traction in the context of efforts to achieve social justice for historically mistreated and marginalized communities. Such debates are increasingly raising issues in the healthcare setting as hospitals and medical schools grapple with the legacies of figures whose scientific contributions are clouded with ethical transgressions. Present efforts to address these challenges have largely occurred at the institutional level. The results have been guidelines that (...) are complex, highly inconsistent across institutions, and largely downplay the symbolic importance of such historical redress. This paper proposes a simpler three-part test for name and monument removal in the medical and hospital settings that places greater weight on the symbolic importance of the renaming process itself instead of only considering the outcomes. This paper develops analogies concerning the evolution of dissipative structures in nonequilibrium thermodynamics to interpret irrational human behavior in which one finds a lack of correspondence between the invested means and the consequences observed. In an attempt to positively explain the process of cooperation between the free human person and interacting God, I use philosophical categories of Whitehead's process philosophy in an aesthetic model that opposes composition and performance in a musical symphony. Certainly, the essence of human freedom can be (...) expressed in neither thermodynamical nor aesthetic terms. The models proposed can, however, facilitate our understanding of the mutual relations between God's action in the world and the drama of human free choice of moral evil. (shrink)

Nonetheless, this book does elaborate the contemporary issues and possible answers that confront christology today, and for this makes it a book well worth reading. Duns Scotus was a brilliant light that flashed a brief time across the medieval sky hut was destined ultimately to he outshone by other luminaries immediately preceding him (Aquinas) and following him (Ockham). Perhaps no individual in the past half century has done more to illuminate the Subtle Doctor's thought and times than Allan B. Wolter, O.F.M. Both his editing and his translating of primary sources as well as his detailed readings and expositions of Scotus's theories have put medieval scholars in his debt. The present volume is a collection of thirteen essays on particular aspects of Scotus's work, preceded by an introduction. Ten of the essays have been previously published in other sources ranging from.the late 1940s to the present. But as editor Marilyn McCord Adams points out in her forward, many of these can be found only with difficulty in often inaccessible journals and books. Thus the value of this single volume. The essays are grouped under three headings: metaphysics and epistemology, action theory and ethics, and philosophical theology. As is often true with any volume spanning a number of topics and years, the quality of exposition and analysis is uneven. Obviously, in a limited space, I cannot hope to treat all subjects in a volume as comprehensive 518 BOOK REVIEWS as Wolter's. Permit me, however, to begin by making some general comments and then to narrow my remarks to one particular issue. Wolter's introduction to the volume is as clear and concise an overview of Scotus's ideas as one is likely to find anywhere in the literature. In general, the essays in the first part of the book on matters meta· physical and epistemological are quite solid. Here we find explicated many of the concepts which have become identified with Scotus: the formal distinction, univocity of being, the common nature and the hraecceity that constitutes distinct individuals. Wolter does justice to the subtlety and brilliance of Scotus's thinking and allows readers both old and new to Scotus to acknowledge him as a metaphysician for the ages. The author is particularly adept at explicating with helpful analogies some of the Subtle Doctor's most difficult concepts. I benefitted from his thought-provoking comparison between the formal distinction and a spotlight on a stage which can illuminate different and distinguishable aspects of the same reality. The next section on action rtheory and ethics draws in part on Wolter's work which culminated in the 1986 publication of Duns Scotus on the Will and Morality. Wolter has been in the forefront of those who urge that Scotus's description of an innate affection for justice in the will is crucial in understanding the freedom Scotus thought proper to humans. What remains unclear to me is how this strand in Scotus's writing relates to others which clearly imply a libertarian view of free• dom emphasizing the will's utter self-determination. The history of ideas is an interdisciplinary field that began as an offshoot of the history of philosophy and was transformed by notions of perspective and cultural context drawn from the tradition of historical studies. The result is the practice of intellectual history, which has been carried out between the poles of inquiry commonly known as internalist and externalist, corresponding to mental phenomena and collective behavior in cultural surroundings. These are not opposed but rather complementary methods, and intellectual history may (...) be seen as the inside of cultural history and cultural history as the outside of intellectual history, the intellectual historian's task being to bring the two into alliance. Concepts originating in the philosophy of science generally are used only ritualistically and in careful isolation from research practice in political science. But philosophical considerations are fundamental to political research, and critically influence its decisions. The question is whether ideas offered by philosophers of science have practical (that is to say, theoretical) significance for political researchers. This essay argues that philosophy of science has extremely relevant ideas to offer. The argument proceeds through an initial presentation of some elementary notions drawn (...) from reconstructions of the nature of concept formation-theory construction. These are then utilized in a critique of the research of quantitative political scientists. Three rather central concerns of this, still very young, discipline are discussed: measurement problems, the use of recursive and structural systems in causal modeling, and the primary logical function of multivariate analysis in political studies. The discussion is viewed as supporting the general point that applied philosophy of science ought to be, not an adjunct, but one of the key critical contributors to political research. (shrink)

Are conspiracy theory beliefs pathological? That depends on what is meant by "pathological." This paper begins by unpacking that ill-defined and value-laden term before making the case that widespread conspiracy theory belief should not be conceptualized through the “othering’ perspective of individual psychopathology. In doing so, it adopts a phenomenological perspective to argue that conspiracy theory beliefs can be reliably distinguished from paranoid delusions based on falsity, belief conviction, idiosyncrasy, and self-referentiality. A socio-epistemic model is then presented that characterizes the (...) broader phenomenon of conspiracy theory belief as a product of a sick society plagued by epistemic mistrust and vulnerability to misinformation that is ubiquitous in today’s post-truth world. Finally, it is proposed that for individuals, the harmfulness of conspiracy theory belief is less related to belief content as it is to belief conviction and degree of self-relevant consequentiality. Staging conspiracy theory belief in terms of ideological commitment offers a conceptual framework to estimate behavioral risks and test hypotheses about the effectiveness of interventions along a continuum of belief conviction and associated socio-epistemic dynamics. Interventions should target not only individuals, but the dysfunctional social conditions that give rise to the pervasive and enduring phenomenon of conspiracy theory belief. (shrink)

One of the chief problems of the American environmental movement is the definition of philosophy—the exploration, examination, and elucidation of ideas—of the many different causes that have been combined in it. In this book Joseph Petulla sorts out the various issues and concepts of environmentalism by tracing their inspiration and values from the three traditions of environmental thought—the biocentric, the ecologic, and the economic. He examines the movement's historical roots, assumptions, goals, values, politics, struggles, successes, limitations, trends, and, finally, (...) the priorities it has brought to the national consciousness. This disentangling, clarifying process involves political implications and judgments about the recent directions of the environmental movement. Absolutist assumptions and methodologies often lead environmentalists and their opponents into conflict, yet even conflict groups must live with each other in the natural world, and that natural world must be understood by reason. In these learned essays, Joseph M. Levine shows how the idea and method of modern history first began to develop during the Renaissance, when a clear distinction between history and fiction was first proposed. The new claims for history were met by a new skepticism in a debate that still echoes today. Levine's first three essays discuss Thomas More's preoccupation with the distinction between history and fiction Erasmus's biblical criticism and the contribution of Renaissance philology to critical method and (...) the way in which Renaissance rhetoric, as in Thomas Elyot's Book of the Governor, continued to inhibit the autonomy of history. He then shows how these issues persisted into the eighteenth century, even as critical method developed. He concludes with a close description of the great controversy that culminated in Edward Gibbon's day over the authenticity of a biblical text that had been used for centuries to defend the Trinity but which turned out to be a forgery. Levine shows how by then all sides were ready to concede the autonomy of history. (shrink)

One of the duke’s primary goals was to establish Tuscany as a maritime state; another was to defend the Tuscan coast. Raids by Barbary corsairs and Ottoman Turks were a frequent threat. Analysis of the art (e.g. Giorgio Vasari’s Cosimo i Visiting the Fortifications on Elba and Domenico Poggini’s portrait medal of Cosimo i) that (...) defined, celebrated, and promoted Portoferraio’s acquisition and fortification supports the city’s importance not only in expanding Cosimo’s territorial presence on the Mediterranean, but also in securing the Italian coast. In 1981 S. W. Hawking and J. Hartle presented a quantum mechanical description of the early stages of possible cosmological evolution. Their proposal was interpreted by many authors as a pattern of cosmic creation from nothing in which no divine Creator is needed. In this approach, physically defined “nothing” was identified both with the empty set of set theory and with metaphysical nothingness. After defining philosophical presuppositions implicitly assumed in Hawking's paper, one discovers that this alleged nothingness has all properties (...) of the philosophically conceived Logos accepted by Hellenic philosophers of the Neoplatonic tradition. Consequently, Hawking's theory of creation remains consistent with Christian theism, and its only theological opponents can be found among defenders of Samuel Clark's God of scientific gaps. Piro (bio)IntroductionI have asked myself whether the short time given us would be better used in an attempt to understand the whole of the universe or to assimilate what is within our reach.—Paul CézanneThis issue of the Journal of Aesthetic Education features an arts education curriculum project that was designed to use the oeuvre of Rembrandt (...) van Rijn—seventeenth-century Dutch painter, etcher, and draftsman extraordinaire—as a teaching resource. A partnership of scholars, university professors, museum educators, and classroom teachers designed the project, which uses Rembrandt as the prism through which to diversify teaching of the core content areas of social studies and visual art. Members of this team attempted to expand the boundaries of themes traditionally found in art and other humanities disciplines by linking these with the social sciences, thereby forming what might be called “humanistic social studies.” The final product is a Web site to which teachers and those interested in using this type of instructional approach in their classroom teaching will have access. Funding for this project derived from a National Endowment for the Humanities (NEH) Curriculum Materials Development grant designed to promote the teaching of the humanities and support projects that can serve as national models.1In the eyes of many, Rembrandt is viewed primarily as a “European” artist. Although it is true that many of his major works are found in museums across Europe, he is generously represented in the holdings of collections across America. Yet for many teachers in the United States he remains an enigmatic figure; knowledge about his art is limited, and the U.S. museum collections of his work remain untapped for classroom application. To broaden the appeal and teaching potential of his work, the project team [End Page 1] mined this collection of “American” Rembrandts. Specifically, the project, targeted at secondary art and social studies teachers (grades 6 through 12), is committed to building and increasing the capacities of teachers to network knowledge of Rembrandt’s art with their classroom practice. Further, with its grounding in aesthetic education theory within a humanities framework, the project endeavors to promote instructional innovation and encourage teachers to break new ground in high-impact classroom pedagogy. The timing of the project and its ongoing development was not accidental. They converged with events held in 2006 to commemorate the four hundredth anniversary of Rembrandt’s birth. These events ranged from worldwide museum exhibitions to publications of books containing new insights on Rembrandt, all of this aimed at celebrating an artist whose achievements many consider to be a zenith of world culture.Why Rembrandt: The Rationale for the ProjectWhy is Rembrandt the artist at the center of this project? There are any number of good reasons, but the project’s rationale centers around three in particular. First, to borrow a term from Peter Kivy, Rembrandt is the ultimate “aesthetic symbol,”2 an indisputably blue-chip figure who produced some of the greatest masterworks of world art, many of which students find both intellectually engaging and psychologically insightful. Traditionally, teachers have striven to enrich the aesthetic lives of their students with exemplars of the human mind, and the genius of Rembrandt provides a potent opportunity to do so.3 By studying an artist of such stature teachers can develop students’ cultural intelligence and visual literacy and present opportunities to observe and decode substantive, challenging masterworks of art. In this context, Rudolf Arnheim describes a painting by Rembrandt as containing a network of “visual arrows” that communicate multiple experiences about the human condition, including love, tenderness, and desire, among others. Arnheim speaks of the additive nature of the experience, how the viewer—almost like a mathematician—needs to learn how to add up the clues and arrive at a solution. He does not intend, of course, for the viewer to have an impersonal, “clinical” experience. Rather, he writes, “art... is one of the most powerful instruments available to us for the fulfillment of life. According to François Laruelle, French thought has been unduly influenced by corpuscular or atomist thinking, yet Laruelle has himself employed key atomist terms—in particular, that of the clinamen or swerve—in framing his own style of thought. This essay looks at this tension between atomism and anti-atomism in Laruelle’s thought, taking the measure of his contribution to a larger stream of postwar French thinking about the relevance and stakes of ancient atomism. Its contention is that Laruelle subtly but really outlines a (...) quantum theoretical resumption of ancient atomist philosophy—one that deserves closer attention and comparative study in the larger context of French philosophical interest in the atomists. A first section of the paper briefly describes Laruelle’s general project, along with his claim that he differs from his contemporaries because he uniquely escapes the dangers of what he calls corpuscular thought. A second section addresses the apparent tension between Laruelle’s claim to produce a non-corpuscular thinking and his consistent recent use of the atomist image of the clinamen, ultimately arguing that Laruelle sides with the clinamen against two forms of corpuscularity supposedly avoided by the clinamen itself but nonetheless usefully embodied in atomist thought. The final section of the paper draws up in preliminary terms a comparison between Laruelle’s understanding of his relationship to atomism and that of his contemporaries, focusing in particular on Alain Badiou.
